This update highlights the status of World Bank supported projects. The World Bank launched a new Access to Information policy in 2010 that represented a fundamental shift in the Bank’s approach to disclosure of information. The new policy shifted to default disclosure all information (minus a list of exceptions.) This level of enhanced transparency and accountability allows for greater monitoring of Bank-supported projects, thereby enabling better development results as well as providing an opportunity to better track the use of public funds.

Ghana Urban Transport Project
Project Development Objective:
The key objective of the project is to: Improve mobility in areas of participating metropolitan, municipal or district assemblies (MMDAs) through a combination of traffic engineering measures, management improvements, regulation of the public transport industry, and implementation of a Bus Rapid Transit (BRT) system.
Ghana Urban Transport Project Global Environmental Objective: The key objective is to: Promote a shift to more environmentally sustainable urban transport modes and encourage lower transport-related GHG emissions along the pilot BRT corridor in Accra.

Implementation Status Overview
Disbursement: As of May 21, 2012, 22.35 million was disbursed from the IDA credit (50.0% of the credit) and $5.47 million from the Global Environment Facility grant (75.0% of the grant).
At the Client’s request, the Mid Term Review was undertaken in January 2012. Going forward, completion of core reforms is necessary to ensure implementation progress and confirmation of same from Government of Ghana is awaited before project restructuring and extension of the project closing date (current closing date December 31, 2012).

Key Decisions Regarding Implementation
Government of Ghana needs to expedite creation of the planning and regulatory body, GAPTE, under Local Government, empowered to advance route licenses and BRT services, inter alia.
Construction on the Odaw bridge is progressing (with a cost overrun) and Lot 2 would go forward (after review of design and costs) under the restructured project. The RAPs and ESIAs for the works components have been completed and cleared by the Bank.

The project development objective (PDO) is to improve mobility of goods and passengers through reduction in travel time and vehicle operating cost, and to improve road safety standards. Implementation activities are progressing but with continued delays; disbursements are currently at 6% and commitments at 26%.
Key Decisions Regarding Implementation
Most components are moving forward with some lags, the procurement processes for Ayamfuri-Asawinso Road and Accra East Corridor, the two major investments under the project, are ongoing albeit with substantial delays.

Implementation Status Overview
The first phase (APL1) project of the regional Abidjan-Lagos Trade and Transport Facilitation Program which includes Ghana, Togo and Benin – has been under implementation for about 18 months, and the overall pace of progress has remained slow except for Togo. Procurement is more advanced in Togo and Benin where over 80% of the grant and credit proceeds have been committed through signed contracts. The overall disbursement rate is about 6.3% (US$14.8 million), and is expected to improve substantially by end-June.
